It is shown that the statistical entropy of a generic isolated horizon can be calculated by counting the number of degrees of freedom of a boundary SO(1,1) BF theory on the isolated horizon no matter whether the isolated horizon has rotation. The boundary BF theory is quantized in a spirit of quantization of interacting fields. The approach has many advantages and a wide range of applications.
